- References of completed projects are available — Review of plan details prior to commitment
- Complete supply and planting of all plants, shrub and trees — Appropriate additions of fertilizers, lime and other supplements
- Provision of base soils, top soil, structural and ornamental materials — Adequate staff to ensure timely, quality implementation
